Forestry Technician (Prescribed Fire/Fuels Technician)

The Fuels Management Specialist is a key member of the fire management team at Big Thicket National Preserve. Primary responsibilities of the position involve participating in the preparation and implementation of prescribed fire plans, fire effects monitoring plans, manual and mechanical hazardous fuels treatments, and smoke and wildland fire monitoring plans in order to reduce wildfire risk and meet land use plan objectives. The employee considers prescribed fire/fuels management, smoke management, fuels modification principles and procedures, fire effects knowledge, and knowledge of scientific data collection and analysis principles into the development and implementation of procedures and practices. Major duties of the position include:
Develops and recommends plans and schedules for prescribed fire, wildfire response, and fuels treatment projects. Participates in planning, implementing and coordinating all aspects of the prescribed fire and fuels management program. Provides technical assistance in program direction, short-and long-range planning; budgeting; and, managing wildfire suppression, fuels management, and prescribed fire programs. Evaluates prescription treatments, monitoring methods, and new technologies and, as appropriate, makes refinements to improve the organization's effectiveness. Develops and recommends plans and schedules for prescribed fire, wildfire response, and fuels treatment projects. Uses input from the interdisciplinary team, annual objectives, and management direction to develop and recommend schedule of treatment. Reviews alternatives and prepares a wide variety of prescribed fire/fuels management plans following the interagency template. Implements and participates in the technical aspects of the prescribed fire operations, ensuring that preparation, ignition, holding, mop-up, and rehabilitation are completed to the standards specified and in accordance with regulations, policies, and guidelines. Monitors fire behavior, evaluates fire effects, identifies potential problems and makes recommendations. Utilizes fire model applications to analyze fire behavior and fire effects observation data. Supports wildfire response activities. Duties will be developmental in nature when filled below the full performance level. This position has been identified as one of the key fire management positions under the Interagency Fire Program management (IFPM) Standard. This position has been categorized as a Prescribed Fire and Fuels Specialist, Moderate complexity level and requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position. The applicant must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position:

ENGB or CRWB or HMGB This IFPM position requires currency. You will be required to obtain and maintain currency for the NWCG qualifications listed above. A copy of your Incident Qualification and Certification System (IQCS) Master Record or other equivalent documentation which verifies you meet the required NWCG qualifications for required. -AND- Candidates must possess a minimum of 90-days of wildland firefighting experience, gained through fire line work in containment, control, suppression or use of wildland fire. Wildland fire is defined as any non-structure fire that occurs in the wildland and is categorized into two distinct types:
Wildfires, which is any unplanned ignitions or prescribed fires that are declared wildfires; and Prescribed Fires which are planned ignitions. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.You must clearly demonstrate this experience in your resume, including the months, days and hours per week at which the work was performed in order to be considered. - AND - In addition, must meet one of the following minimum qualifications - GS-0462-08:

Experience:
At least one year of specialized experience at least equivalent to the GS-7 in fire management. Examples include:
forest or range fire control, prevention, or suppression work; assisting in prescribed fire and fuels program planning and coordination; recommending plans and schedules for prescribed fire, wildfire response, and fuels treatment projects; participating in technical aspects of prescribed fire operations, ensuring preparation, ignition, holding, mop-up, and rehabilitation meet prescription standards; monitoring fire behavior and evaluating fire effects; participating in wildland fire and safety training and preparedness reviews. OR Education:
completed two years (36 semester hours) of graduate level education directly related to the position. Examples of related education include forestry, wildland fire science, or other directly related sciences. One year of full-time graduate education is considered to be 18 semester hours. You must provide transcripts at time of application. OR Combination:
a combination of specialized experience and graduate level directly related education that qualify me for the position. completed two years (36 semester hours) of graduate level education directly related to the position. Examples of related education include forestry, wildland fire science, or other directly related sciences. One year of full-time graduate education is considered to be 18 semester hours.
